Under this contract, Seagull will provide technical support to the City of Springfield with Phase I and II targeted brownfields assessments, development of Remedial Action Plans and Analysis of Brownfields Cleanup Alternatives (ABCA), and conduct remedial oversights.

Seagull is a team subcontractor to Tetra Tech, Inc. to conduct ERTP training courses for Federal, State, and local agencies. Training courses include sampling for hazardous waste, groundwater investigations, decontamination, and emergency response. The contract will be from April 2017 to September 2021.
June 2016. Kansas City Missouri Water Services Department - Large River Water Quality Monitoring and Sampling Contract. Seagull was awarded with the recompete of the Large River Water Quality Monitoring and Sampling contract. This is the third consecutive award of this contract. Under this contract, Seagull will be conducted bi-weekly sampling from the Missouri River, using Seagull owned boat and water quality monitoring and sampling equipment. June 2013. Department of NAVFAC Midwest - Environmental Surveys Contract. Seagull was awarded with the Environmental Surveys contract. Under this contract, Seagull will conduct environmental surveys of several building in Belton, Missouri.

September 2011. Seagull is a team subcontractor for the U.S. Environmental Protection Agency (EPA) Scientific, Technical, Research, Engineering, and Modeling Support II (STREAMS II), which Tetra Tech Inc. was awarded as the prime contractor.
August 2011. Seagull is a team subcontractor for the Northwestern Division (NWD) of the U.S. Army Corps of Engineers Architect-Engineer (A-E) Hazardous, Toxic, and Radioactive Waste (HTRW) Environmental Indefinite Delivery Contract (IDC), which Tetra Tech Inc. is the prime contractor. The majority of the work will be located within Environmental Protection Agency (EPA) Region 2 (which includes New York, New Jersey, Puerto Rico and the U.S. Virgin Islands) and the NWD (including Kansas City, Omaha, and Seattle Districts). The contract was awarded to five (5) unrestricted firms sharing $150 million in total contract capacity.
June 2011. Seagull was awarded with the EPA Region 8 START Carve-Out contract. Under this contract, Seagull will provide technical support to EPA Region 8 with preparedness and prevention activities including chemical safety audits, risk management audits/inspections, contingency planning, Spill Prevention and Countermeasure (SPCC) inspections, emergency response notification system (ERNS), continuous release ERNS investigations, training; and CERCLA site assessments including preliminary assessments, site inspections, expanded site inspections, remedial investigation/feasibility study, and Hazard Ranking System documentation. Work will be conducted in EPA Region 8 states including Colorado, North Dakota, South Dakota, Utah, Wyoming, and Montana. February 2010. EPA Region 5 Superfund Technical Assistance Team (STAT). Seagull was awarded with the EPA Region 5 STAT contract. Under this contract, Seagull will provide technical support to EPA Region 5 with environmental sampling/survey activities at Superfund sites and fish sampling activities. The contract includes 24-month base and two 18-month options with a maximum value of approximately $1.5 million.
December 2009. Missouri Department of Natural Resources - Environmental Data Collection Contract. Seagull was awarded with the 5-year Environmental Data Collection Contract. Under this contract, Seagull will provide technical support to the Missouri Department of Natural Resources (MDNR) with various sampling and survey activities at approximately 420 sites located throughout the State of Missouri. Activities include low-flow surveys at wastewater treatment facilities, biological and chemical sampling at Missouri streams.

Under this contract, Seagull will provide technical support to the City of Springfield with Phase I and II targeted brownfields assessments, in accordance with applicable Federal/state regulations and the American Society for Testing and Materials (ASTM) protocols.

The Tetra Tech and Seagull team was selected to provide environmental services support to the Federal Aviation Administration in various states. The maximum contract value is $8 million. The period of performance is 6 years.
August 2008. U.S. Army Corps of Engineers (USACE), Northwestern District, Hazardous, Toxic, and Radioactive Waste (HTRW). The USACE awarded the HTRW contract to 5 firms, including Tetra Tech Inc. Seagull is a team subcontractor to Tetra Tech. The maximum contract value is $120 million. The period of performance is 5 years. The scope of work under the contract includes architecture and engineering services, environmental assessments, and remediation.
July 2008. EPA Environmental Response Training Program (ERTP). The U.S. Environmental Protection Agency awarded the Environmental Response Training Program contract to Tetra Tech Inc., for which Seagull is the team subcontractor. Seagull will assist Tetra Tech with nationwide environmental response training services for federal, state, and local government employees, including training in hazardous waste sampling, groundwater investigation, decontamination, and emergency response. The period of performance includes 3 years base plus two two-year options, valued approximately $30 million.
July 2008. Iowa Flood Response. The Seagull team assisted with response activities associated with severe flooding in Iowa that occurred in June 2008, for which a Presidential Disaster Declaration was signed for 77 counties. The team maintained documentation of field activities, conducted reconnaissance of flood-impacted areas to identify orphan containers and other potentially hazardous materials impacted by the flood, collected multi-media samples for laboratory analyses, performed field screening of contents in recovered orphan containers to assist with their proper disposal, tracked collection of household hazardous waste, and provided mapping support utilizing geographic information systems (GIS). In addition, the team conducted air monitoring for particulates and sampling for asbestos.
April 2008. Seagull was contracted to to conduct soil borings, install temporary monitoring wells, and collect multi-media samples using Direct Push Technology (DPT) at the Former Sunflower Army Ammunition Plant in DeSoto, Kansas.
March 2008. Missouri Flood Response. The Seagull team provided assistance to the U.S. Environmental Protection Agency with flood-related response activities in south Missouri, particularly in areas near the cities of St. Louis and Poplar Bluff. The activity, which was funded by the Federal Emergency Management Agency (FEMA), involved recovery of orphan chemical containers (drums, tanks, cylinders, etc.) from flooded areas. The team maintained a database of recovered containers and provided on-site GIS support, producing maps of flood-impacted areas, and developing and updating web-based maps showing the status of reconnaissance and container recovery activities.
November 2007. Seagull was contracted to conduct soil borings, install temporary monitoring wells, and collect multi-media samples at several facilities in Missouri, Nebraska, and Iowa. Seagull applied DPT to install temporary monitoring wells and collect subsurface samples to define the extent of contamination at these sites.
September 2007. Seagull was selected by the Kansas City Minority Enterprise Development (MED) Week Planning Committee as the 2007 Professional Service Firm of The Year. The award was presented during the MED Conference on October 4, 2007, at the Marriott Downtown Hotel in Kansas City, Missouri. The award coincided with the celebration of the MED's 25th Anniversary.

Since 1983, the U.S. President has proclaimed a National MED Week observance to recognize the outstanding achievements of MBEs and to honor those corporations and financial institutions that support minority business development. Annual regional conferences and activities are organized by the U.S. Department of Commerce Minority Business Development Agency (MBDA) in collaboration with the U.S. Small Business Administration's (SBA) Office of Government Contracting and Business Development. These events culminate with MED Week Conferences nationwide, which provide a unique forum to address the major issues affecting the growth and development of MBEs. The substance of the Conferences provides critical information to the minority business community, and to corporate America, which increasingly recognizes that minorities are the fastest growing segment of the Nation's population and a significant economic force.
July 2007. Phase II Environmental Site Assessment. Seagull was contracted to conduct a Phase II Environmental Site Assessment (ESA) at a facility in Kansas City, Missouri, to determine the extent of contamination. The scope of work included installation of several monitoring wells, surveying the wells, collection of subsurface soil and groundwater samples for analysis of volatile organic compounds (VOC) and metals, and preparation of a Phase II ESA report.
July 2007. Coffeyville Flooding Response, Coffeyville, Kansas. EPA tasked the START team to conduct OPA-related and CERCLA-funded activities associated with the release of petroleum materials and hazardous substances, pollutants, or contaminants as a result of flooding in the area. Up to 21 inches of rain fell in the area between June 26 and June 30, 2007, resulting in flooding of the east portion of Coffeyville, Kansas, particularly near the Verdigris River. On July 2, 2007, Seagull personnel mobilized to the site to assess flood-impacted areas; collect samples of floodwater, soil, and ambient air for laboratory analysis; conduct real-time monitoring of ambient air; and document response and cleanup activities conducted by involved parties. The START team utilized personal data assistants (PDA) to record field data and also provided on-site GIS support during the response.
June 2007. Direct Push Technology Applications. Seagull was contracted to collect borings and groundwater samples at a facility in Kansas City, Missouri, using DPT to determine the extent of contamination.
May 2007. Greensburg Tornado Response, Greensburg, Kansas. The City of Greensburg (population 1,500), located in Kiowa County, Kansas, was struck by an EF-5 tornado on the evening of May 4, 2007, destroying over 95 percent of the approximate 900 structures (private residences and commercial businesses) located in the town. In response to the damage caused by the tornado, EPA tasked the START to assist with emergency response and recovery activities in Greensburg. Seagull START personnel mobilized to the site and coordinated response and recovery activities with Federal and state personnel, City of Greensburg employees, and mutual aid utility crews to gather and compile information related to the recovery of electrical transformers damaged or destroyed as a result of the tornado. After compiling available information, the team conducted a block-by-block reconnaissance of the city to identify unrecovered electrical transformers and assess areas impacted by releases of oil from transformers that could be potentially contaminated with polychlorinated biphenyls (PCBs). In addition, the team established an air sampling and monitoring program to determine/document exposure to potential site-related contaminants. Additional sampling activities included collection of soil samples from site-related staging areas and disposal facilities, where demolition debris and white goods were transported for disposal.
May 2007. Missouri Homeland Security (HLS) Consulting and Technical Assistance Services. The Tetra Tech/Seagull team was awarded with a 4-year contract (base year plus three one-year options) to provide HLS consulting and technical assistance services to the Missouri State Emergency Management Agency (SEMA). The scope of work includes, but is not limited to, review and implementation of HLS grant guidance; facilitation of working groups and annual meetings between state personnel and local stakeholders; assistance with grant writing processes; development of Initial Strategy Implementation Plans; maintenance and further development of the Electronic Grant Management System (EGMS); integration of the EGMS into new State Emergency Operations Center standard operating guideline manuals; and training on EGMS operations. Since 2004, the Tetra Tech/Seagull team has provided technical support to SEMA with the State Homeland Security Assessment and Development of Strategic Implementation Plan contract.
May 2007. Use Attainability Assessment. Seagull was subcontracted to collect use attainability data from approximately 25 streams in six counties in the State of Missouri. The scope of work included collection and documentation of stream parameters for use attainability study.
March 2007. Greater Kansas City Chamber of Commerce Top 10 Small Businesses for 2007. More than 1,300 small businesses in the Greater Kansas City area were nominated to be the candidates for The Chamber's annual Small Business Awards Program. Seagull Environmental Technologies, Inc. was selected as one of the Top 10 Small Businesses for 2007, based on the following criteria: 1) Strong Growth or Sustainability, 2) Outstanding Employee Relations, and 3) Commitment to Community Service.
March 2007. State of Missouri New Madrid Earthquake Exercises. The Tetra Tech, Inc. / Seagull team was awarded with the State of Missouri New Madrid Earthquake Exercises contract. Under this contract, the team planned, developed, and conducted table-top exercises for multiple state and local agencies. The exercises were conducted in May and June 2007.
March 2007. Direct Push Technology (DPT) applications. Seagull was awarded with a contract to provide a truck-mounted GeoprobeTM and necessary equipment for continuous soil borings at nine locations to depths of approximately 28 feet below ground surface. The DPT activities were conducted by a qualified operator licensed in the State of Missouri.
